The Arlington City Council, at its regular meeting on Monday night, May 6, held the first reading of an interim ordinance to establish a moratorium on the residency of predatory offenders within the city limits.
The issue of an interim ordinance was raised after a Community Notification Meeting was held in conjunction with a Level 3 sex offender who recently moved into the City of Arlington.
According to City Attorney Ross Arneson, the City of Arlington has the authority under state statute to impose a temporary moratorium on certain uses within the city, pending the study of an issue before enactment of long-term official controls.
Risk Level 3 predatory sex offenders, as defined under state statute, are shown by statistical studies to have a high risk of re-offense, according to the interim ordinance. The location of such individuals within the city limits therefore presents a significant threat to public safety, especially to children and vulnerable adults.
